Any scaffolds or ladders placed in such a manner that they overhang or can fall into any public street, alley, sidewalk or other public way or place in the city shall be firmly and properly constructed and safeguarded; and it is unlawful to leave any tools or articles in any place in such a manner that the same can fall into any street, alley, sidewalk or other public way or place from a greater height than four feet.
