(A) Permits. It is unlawful for any person to go from house to house soliciting funds or contributions for any charitable, religious or educational purpose or to publicly solicit in person or by agent upon a public street, sidewalk or any other public place within the city funds or contributions for any charitable, religious or educational purpose, whether presents, gifts, money or promises are sought, without first obtaining a permit therefor.

(B) Applications. Applications for charitable solicitation permits shall be made to the Mayor, and no such permit shall be issued except on order of the Mayor.

(C) Business solicitation. It is unlawful for any person to go from house to house soliciting funds or offering any type of merchandise for sale for a noncharitable purpose and it shall be unlawful, either in person or by agent, to publicly solicit funds or offer any type of merchandise for sale upon the public streets, sidewalks or any other public place in the city for a noncharitable purpose without first procuring a license for such purpose as hereinafter provided.

(D) Identification.
(1) Application shall be made to the City Clerk prior to the time that the applicant desires to commence in such business. Such application shall state:
(a) The name and address of the applicant and of each agent soliciting on behalf of the applicant;
(b) The nature of the business;
(c) The kind of merchandise to be sold or the nature of the noncharitable solicitation, and where the sales or solicitations are to be made;
(d) The exact dates on which such sales or solicitations will be made.
(2) Each application shall be accompanied by valid, current identification, bearing photograph of the applicant.

(E) License fees. The license fee for a license for such noncharitable vending or solicitation shall be as follows:
(1) For each organization or company, $50 per year.
(2) For each agent of a licensed company or organization, $5 per year.

(F) Private premise. It is unlawful for any person to remain upon the premises of another for the purpose of soliciting donations or vending merchandise, whether of a charitable or noncharitable nature, after being requested by the owner or the occupant of the premises to leave the premises.
