During any time of the year when the streets are in danger of damage by use of vehicles operating with the weight limits described in section § 92.151, whether by reason of deterioration of the streets, rain, snow, frost leaving the ground or other conditions, the city may restrict the use of vehicles and may reduce the permissible weight limits or load limits upon any streets of the city.
