§ 92.057 OBSTRUCTION OF STREETS.
   (A)   Penalty. Whoever places, throws, leaves or causes to be placed, thrown or left any obstructions or encumbrance in or upon any street, avenue or alley within the city, except as authorized by ordinance, shall be subject to the penalty as provided in § 92.999.

   (B)   Removal authority. Whenever any street, avenue or alley is obstructed by vehicles, animals or persons, any member of the Police Department may give such orders and directions as shall be deemed necessary to abate the obstruction; and whoever shall neglect or refuse to obey such orders shall be subject to a penalty as provided in § 92.999.

   (C)   Removal by city; method. 
      (1)   If the owner of any building, fence or other structure which extends into or encroaches upon any street, avenue, alley or sidewalk within the city does not remove the same promptly, he or she shall be subject to a penalty as provided in § 92.999.
      (2)   The City Council may direct the Chief of Police or Superintendent of Streets to take down and remove such obstruction or encroachment upon any street, avenue, alley or sidewalk, and the cost and expense of such taking down and removal may be collected by suit in the name of the corporation against the person or persons maintaining, causing or erecting such encroachment or obstruction.
