§ 92.056 UNNECESSARY OBSTRUCTION BY MATERIALS PROHIBITED.
   No contractor, builder or other person shall encumber or obstruct any street, avenue, alley or sidewalk within the city with any building material without the consent of the Superintendent of Streets; nor, in any case, and then for a short time only, encumber or obstruct more than one-third of the driveway portion of any street, avenue or alley or one-half of any sidewalk; nor shall such obstructions continue in any case longer than may be necessary in the diligent erection of such building or the prompt execution of the work.
