§ 92.031 MANDATORY SIDEWALK CONSTRUCTION.
   It is determined by the City Council that it is in the best interest of the public welfare of the residents of the city that sidewalks be constructed at the time of construction of any new residence or commercial building. From the effective date of this section, a sidewalk shall be installed at the time of construction of any new residential, commercial or industrial structure. No building permit for construction of a dwelling or commercial or industrial structure shall be issued for any lot or parcel in the city until such time as the applicant has provided plans approved by the Public Works Director to insure that a sidewalk is constructed on the lot or parcel in full compliance with all regulations of the city and in full compliance with any requirements of the Public Works Director, at the sole cost of the applicant or owner of the real estate. The City Council shall have the authority to waive this requirement by majority vote.
