No person shall willfully fail or refuse to comply with any lawful order or direction of any police officer, fireman or school crossing guard invested by law with the authority to direct, control and regulate traffic. The Chief of Police may designate a school crossing guard to assist in traffic regulation while children and adults are crossing the streets in such locations in the city as the Chief deems appropriate. A designated school crossing guard shall have the authority to direct, control and regulate traffic according to rules established by the Chief of Police.
