§ 70.08 ELECTRIC SCOOTERS.
   (A)   All electric scooters shall be operated and maintained in such a manner as to comply with all laws of the state and ordinances of the city governing the operation of motor vehicles, except as otherwise provided herein.
   (B)   No person other than the driver shall operate an electric scooter. No passenger shall be allowed to ride with a driver on an electric scooter.
   (C)   No electric scooter shall be allowed to travel on the streets, alleys, or public ways within the city except as provided herein. Electric scooters shall only be allowed to operate on the sidewalks in the city and shall be allowed to operate on the bike trail route as described in Schedule V of Chapter 71. This section shall supersede the definition of motor vehicle and the restriction prohibiting a motor vehicle to operate on the bike trail route. Notwithstanding anything to the contrary, an electric scooter may operate on a crosswalk in the city if the operator of the electric scooter is 16 years of age or older and no electric scooter shall be allowed to operate on sidewalks or crosswalks in the business district or any other location in the city where the operation of bicycles is prohibited.
   (D)   The operator of an electric scooter shall be required to comply with all the safety rules and regulations as may be provided by the city for bicycle operators in the city.
   (E)   No electric scooter shall be operated at a speed greater than 12 miles per hour at any time or at any location within the city.
   (F)   All operators of electric scooters above the age of 7 and not yet 16 years of age shall be required at all times to properly wear a helmet as approved by the city.
   (G)   No one not yet the age of eight years shall be allowed to operate an electric scooter.
   (H)   Any violation of this section shall be subject to the general penalty provisions set forth in § 70.99.
