§ 70.06 PILING OF SNOW AND ICE ON STREETS PROHIBITED.
   (A)   Definitions. For the purpose of this section, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
      ROADWAY. That portion of a street, avenue, alley or highway improved, designed, or ordinarily used for vehicular travel, exclusive of the berm or shoulder.
      SIDEWALK. That portion of a street between the curb lines or the lateral lines of a roadway and the adjacent property lines intended for and improved for the use of pedestrians.
      STREET. The entire width between the boundary lines of every way publicly maintained when any part thereof is open to the use of the public for the purposes of vehicular travel, whether referred to as a street, alley, avenue or highway.
   (B)   No person shall deposit or cause to be deposited any snow and/or ice on or against any fire hydrant or on any sidewalk, roadway, or any other city-owned property, except that part of a street not defined as a roadway herein.
   (C)   Exceptions. Notwithstanding anything to the contrary herein, this section shall not apply to snow and ice that may be windrowed on public roadways incident to the cleaning thereof or windrowed on curbs incident to the cleaning of sidewalks in a business district permitted at the specific direction of the Superintendent of Public Works.
