§ 8-1 DEFINITIONS.
   The following words, terms and phrases, when used in this chapter, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning.
   ANIMAL. Any living creature, wild or domestic, including all members of the canine family three months of age or more and all members of the feline family.
   ANIMAL SHELTER. Any premises designated by the city administrative authority for the purpose of impounding and caring for animals held under authority of this chapter.
   AT LARGE. Off the premises of the owner or custodian of the animal and not under the immediate control of the owner or custodian.
   INOCULATION. The subcutaneous injection at one time, but in several sites, if necessary, of not less than five milliliters of a killed anti-rabies vaccine for animals, which vaccine meets the standards prescribed by the U.S. Department of Agriculture for interstate sale.
   OWNER. Any person, partnership or corporation owning, keeping or harboring animals.
   RESTRAINT. An animal on the premises of its owner or accompanied by a responsible person and under that person’s control.
