§ 1-2 DEFINITIONS AND RULES OF CONSTRUCTION.
   In the construction of this code of ordinances, the following rules shall be observed, unless the context clearly indicates otherwise.
   BOARD and BOARD OF COMMISSIONERS. The Board of Commissioners of the City of Fulton, Kentucky.
   CITY. The words THE CITY and THIS CITY shall be construed as if the words OF FULTON, FULTON COUNTY, KENTUCKY, followed them and shall extend to its several officers, agents and employees.
   CITY OFFICERS AND DEPARTMENTS. Whenever reference is made to an OFFICER or a DEPARTMENT, by title, the same shall be construed as if followed by the words of the CITY OF FULTON, KENTUCKY.
   CODE. The words THE CODE and THIS CODE shall mean the CODE OF ORDINANCES, CITY OF FULTON, KENTUCKY, as designated in § 1-1.
   COMPUTATION OF TIME. Whenever a notice is required to be given or an act to be done, the rules for computation of time as set forth in KRS 446.030 shall apply.
   COUNTY. The County of Fulton in the State of Kentucky.
   GENDER. A word importing the masculine gender only shall extend and be applied to females and to firms, partnership and corporations as well as to males.
   KRS. Refers to and means Kentucky Revised Statutes, as amended.
   NUMBER. A word importing the singular number only may extend and be applied to several persons and things as well as to one person and thing.
   OATH. An “affirmation” in all cases in which, by law, an affirmation may be substituted for an oath, and, in such cases, the words “swear” and “sworn” shall be equivalent to the words “affirm” and “affirmed”.
   OR, AND. The term “or” may be read “and” and the term “and” may be read “or,” if the sense requires it.
   OWNER. Applied to real property, shall include any part owner, joint owner, tenant in common, tenant in partnership, joint tenant or tenant by the entirety, of the whole or of a part of the building or land.
   PERSON. Associations, clubs, societies, firms, partnerships and bodies politic and corporate, as well as to individuals.
   PERSONAL PROPERTY. Includes every species of property, except real property.
   PRECEDING and FOLLOWING. Next before and next after, respectively.
   PROPERTY. Real and personal property.
   PUBLIC PLACE. Any street, park, cemetery, school yard or open space adjacent thereto and any river or stream.
   REAL PROPERTY. Includes lands, tenements and hereditaments.
   SIDEWALK. Any portion of a street between the curbline and the adjacent property line, intended for the use of pedestrians, excluding parkways.
   SIGNATURE and SUBSCRIPTION. A mark when the person cannot write.
   STATE. The Commonwealth of Kentucky.
   STREET. Embraces streets, avenues, boulevards, roads, alleys, lanes, viaducts and all other public highways in the city and it shall also be construed to include a sidewalk or footpath, unless the contrary is expressed or unless the construction would be inconsistent with the manifest intent of the Board of Commissioners.
   TENANT and OCCUPANT. Applied to a building or land, shall include any person holding a written or oral lease of, or who occupies, the whole or a part of the building or land, either alone or with others.
   TENSE. Words used in the present or past tense include the future as well as the present and past.
   WORDS AND PHRASES. All words and phrases shall be construed and understood according to the common and approved usage of the language, but technical words and phrases and others as may have acquired a peculiar and appropriate meaning in the law, shall be construed and understood according to the peculiar and appropriate meaning.
   WRITTEN and IN WRITING. Includes any representation of words, letters or figures, whether by printing or otherwise.
