The following words, terms and phrases, when used in this division, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning.
DULY AUTHORIZED REPRESENTATIVE. Any city employee so designated by the City Manager.
LOWEST RESPONSIBLE BIDDER. The bidder, as determined by the City Manager, or his or her duly authorized representative, after considering all the facts and circumstances in the best interest of the city; providing, however, the City Manager, or his or her duly authorized representative, shall act only when the power to do so has been granted by the Board of Commissioners.
