The deposits referred to in §§ 50-382 and 50-384 shall be returned to consumers and users of water and gas and sewer service paying the deposit on the discontinuation of the services; provided, all sums due and payable for the services and all connection, disconnection and other charges are or have been paid when the services are discontinued. Any amounts so owing may be applied against the deposits. The city will not pay interest on any cash deposits made by the user or customer.
