(A) The following deposits shall be paid to the city by applicants for water, gas, or sewer service before the service will be commenced based on the rating from the “online utility exchange” program rating from name and Social Security number input. The program is in compliance with the “Red Flag” ordinance on file.

(B) The deposits for tenants or lessees will not be required if the property owner keeps the utility account in his or her name to be liable for the utility bills.
