(A) Special or temporary containers such as paper or wooden boxes or plastic bags that contain such refuse as grass, wood, leaves, shrubbery, and similar refuse, other than household garbage, shall be placed at the point at curbside or such other point where the refuse is actually picked up by the garbage removal franchise.
(B) Refuse containers for normal household garbage shall comply with § 40-65 and shall be placed at curbside or other place agreed to by the city for pickup and disposal by the garbage removal franchise. All refuse containers shall be removed from the curbside and placed at a location behind the front wall of the residence or place of business after the contents are collected. All refuse containers shall be removed before the end of the day following collection. The occupant of the residence, or if unoccupied, the owner of the residence, or the owner of a place of business shall be responsible for compliance with this section. Failure to comply with this section shall result in a fine of $5 per day, pursuant to appropriate citation.
