(A) It shall be unlawful to maintain or permit the existence of unanchored metal sheds or outbuildings in the city, and it shall be unlawful for the owner, occupant, or person in custody of any metal shed or outbuilding to permit the same to remain unanchored.
(B) Whenever the Building Inspector, Fire Chief, Chief of Police or Health Officer shall be of the opinion that a metal shed or outbuilding is unanchored, he shall file a written statement to this effect with the City Clerk. The Clerk shall thereupon cause written notice to be served upon the owner thereof and upon the occupant thereof, if any, by registered mail or personal service. The notice shall state that the metal shed or outbuilding has been declared to be unanchored, that the shed or outbuilding must be removed or remedied by anchoring same in a concrete pad or by demolishing it, and that the condition must be remedied at once.
(C) If the person receiving the notice has not complied therewith within ten days from the time when the notice is served, then the Building Inspector may proceed to remedy the condition or demolish or remove the building.
