(A) No person shall construct, install, or alter any plumbing, sewage, or drainage system within the city without first having procured a building permit from the City Building Inspector-Zoning Administrator.
(B) All applications for building and plumbing permits pursuant to this chapter, the official zoning ordinance of this city, or any other ordinance of this city, shall be accompanied by a plan for the proposed plumbing installation. No building or plumbing permit shall be issued under this chapter until the plans of the plumbing to be performed have been submitted and approved by the City Building Inspector-Zoning Administrator.
