(a) The city council hereby finds that graffiti that is visible from a public place, public right-of-way or the property of others:
(1) Is detrimental to the safety and welfare of the public;
(2) Tends to reduce the value of private property;
(3) Invites vandalism, additional graffiti and other criminal activities; and
(4) Produces urban blight adverse to the maintenance and continuing development of the City of Fort Worth.
(b) The presence of graffiti on property where it is visible from a public place, public right-of-way or from another person’s property is therefore declared to be a nuisance.
