As used in this article, a
STREET AND STORM DRAIN CONTRACTOR is defined as a person or firm of persons which lays, constructs, builds, repairs, rebuilds, grades, gravels, paves, surfaces, resurfaces or does any work in or upon any public street, alley or thoroughfare within the city.
