   It shall be unlawful for any person to ride, drive, run, propel or direct any traction engine, the surface of whose wheels have cogs on them or are otherwise rough or uneven, or other vehicles with lugs, cleats or cogs, on, along or across any paved street within the city, unless the surfaces of the wheels of such traction engine be so protected and covered as to avoid actual contact with or injury to the surface of such paved street.
