3.03 CLOTH SIGNS.
   (a)   Every temporary cloth sign shall be supported and attached with wire rope of three-eighth-inch minimum diameter. No strings, fiber ropes or wood slats shall be permitted for support or anchorage of such sign. Cloth signs and panels shall be perforated on at least 10% of their area in order to reduce wind resistance.
   (b)   Exception: Temporary cloth signs not exceeding 60 square feet erected on or over private property shall be supported and attached with wire rope so as to be in compliance with the requirements of Article III of this code.
