(a) No person may operate as a backflow prevention assembly tester within the city unless that person has been licensed by the commission and has registered with the city as required in § 12.5-549.
(b) A person commits an offense if the person changes the design or operation characteristics of a backflow prevention assembly.
(c) A person commits an offense if the person knowingly operates as a backflow prevention assembly tester within the city without a valid license issued by the commission.
