(A) It shall be the duty of the City Controller, through duly authorized representatives, to inspect massage establishment locations from time to time to determine compliance with this chapter.
(B) Inspections are to be made at reasonable times, with due regard to the nature of the business to be inspected.
(C) Upon showing the proper credentials, the representatives of the City Controller, including police officers, shall be entitled to inspect portions of the massage establishment open to the public to determine compliance with this chapter.
