No person, whether employed by or operating as a volunteer provider, non-emergency transfer or advanced life support EMS operator, shall be employed as an ambulance driver, attendant or dispatcher of ambulances regulated by this subchapter unless he holds a certification issued by the Medical Director and has passed a physical examination approved by the Medical Director.
