A final approval of the permit shall be issued upon completion of construction: provided, however, that no approval will be issued until the work covered by the permit to construct is inspected and found to be in accordance with the plans and specifications filed in the application as amended by the engineering departments, together with any special conditions noted therein, and approved by the Board of Public Works.
