§ 98.24 WATCHMAN AT REAR OF TRAIN WHILE BACKING.
   It shall be unlawful for any engine, conductor or other person managing or controlling any locomotive or train of cars to run or cause the locomotive or cars to run backwards in or through the city without providing for a watchman or other person on the rear end of such train to avoid accidents.
