(A) As part of all future annual budgets for the City of Fort Wayne, as presented by the Mayor, beginning with the FY 2023 budget, submitted by the Controller to Council, the Public Works Division shall include the Transportation System Capital Improvement Plan which outlines specific neighborhood concrete, asphalt and chip and seal anticipated projects, known at the time of budget printing, for the following year. For the four following years, the Public Works Division shall identify several neighborhood projects from each Councilmanic District that should, barring material, budgetary, or unforeseen issues, have work initiated within the four year time period. This will include concrete, asphalt, and chip and seal projects.
(B) Any annual budget and corresponding annual budget appropriation ordinance submitted by the Mayor as required by law shall include the Transportation System Capital Improvement Plan as required in division (A) of this section.
(C) The Council is prohibited from approving any proposed budget that does not include the Transportation System Capital Improvement Plan as required in division (A) of this section.
