Notwithstanding the foregoing, the operation of a dockless vehicle share system shall be permitted if the operator participates in a dockless vehicle share pilot study administered by the Department of Community Development and City Council. Participation in the pilot study may only occur upon application and approval of the Department of Right-of-Way and City Council.
