§ 151.087 EXCAVATION PERMIT.
   It shall be unlawful for any person to dig up, break, excavate, tunnel, undermine or make or cause to be made any excavation in or under the surface of any street for any purpose, or to place, deposit or leave upon any street any earth or other excavated material obstructing or tending to interfere with the free use of the street, unless such person, to include both contractor and owner jointly, shall first have obtained an excavation permit from the Director of Public Works or his or her designee and have paid the permit fee as per the schedule provided in Ch. 110 of this code and notified the statewide “one call” system.
