It is unlawful for any person owning, in charge of, or in control of any real property within the city, whether as owner, tenant, occupant, lessee or otherwise, to allow any abandoned, wrecked, dismantled, inoperative, junked or partially dismantled motor vehicle of any kind to remain on such property longer than 96 hours.
