The purpose of this subchapter is to provide additional and cumulative remedies to prevent, abate and control the pollution of waters within the territorial jurisdiction of the city. It is the intention of the City Council to provide rules and regulations regarding the cleanliness of surface water located within the territorial jurisdiction of the city.
