(A) It is unlawful to drive or cause operation of a motor vehicle in excess of 25 mph, except as otherwise provided by signs, signals or traffic-control devices in the area.
(B) Where signs, signals or traffic-control devices specify a speed less than 25 mph, the lesser speed shall be the maximum permissible speed.
