§ 3-1-3 ADOPTION OF BUILDING CODE.
   (A)   Certain documents, copies of which are in the office of the Fire and Building Department, being marked and designated as “International Building Code” (IBC), including Appendix Chapter E, 2018 edition, and the “International Residential Code” (IRC), including Appendix Chapters A, B, C, D, E, F, J, M, O, P and Q, 2018 edition, as published by the International Code Council, be and is hereby adopted as the Building Code of the city for regulating and governing the conditions and maintenance of all property, buildings, and structures; by providing the standards for supplied utilities and facilities and other physical things and conditions essential to ensure that structures are safe, sanitary and fit for occupation and use; and the condemnation of buildings and structures unfit for human occupancy and use and the demolition of such structures herein provided providing for the issuance of permits and collection of fees therefor; and each and all of the regulations, provisions, penalties, conditions and terms of said Building Code on file in the office of the city’s Fire and Building Department are hereby referred to, adopted and made part of, as if fully set out in this section, with the additions, insertions, deletions and changes, if any, prescribed in this section.
   (B)   The following sections are hereby revised:
      (1)   2018 IBC Section 101.1. Insert:

      (2)   2018 IBC Section 423 Storm Shelters: Delete section 423 in its entirety and insert in lieu thereof the following new section:
423 Storm Shelters
423.1 General. All storm shelter or weather safe rooms voluntarily constructed shall be designed and constructed in accordance with ICC 500-2014.
423.2. Required Occupant Capacity. The required occupant capacity of the storm shelter shall include all of the occupant loads of the buildings on site.
423.3. Location. Storm shelters shall be located within a building or a separate building. The travel distance from all buildings to the storm shelter entrance shall be not more than 1000 feet from at least one exit door of each building on site.
