The Mayor shall appoint, subject to approval of the Council, all members of the Construction Board of Appeals. The Board shall consist of five members who are residents of the city and/or maintain their primary place of business within the city, and shall include one general contractor or construction manager, one master plumber, one master electrician, one other construction-related contractor and one layperson from the general public at large. Additionally, one alternate member, meeting any one of the qualifications established for regular members, shall be appointed to the Board pursuant to § 2-1-1(D) of this code of ordinances. Three members of the Board shall constitute a quorum for the transaction of any business or vote.
