The following uses may be allowed by special use permit in accordance with the provisions of chapter 22 of this title:
Special uses permitted in the R-5 District.
Apartment houses over twelve (12) units per structure.
Cottage business.
Planned developments, as approved by the Planning and Zoning Commission.
Public service uses.
