§ 2-9-5 ADDITIONAL POWERS OF THE HISTORIC PRESERVATION COMMISSION.
   The Commission shall have the following powers and duties in addition to those otherwise specified in this chapter:
   (A)   Conduct an ongoing survey to inventory buildings, structures, sites, districts and objects which the Commission has reason to believe are or will be eligible for registration in the National Register of Historic Places or the City Historic Landmarks Register;
   (B)   Prepare a Comprehensive Historic Preservation Plan for the city;
   (C)   Accept unconditional gifts and donations of real and personal property, including money, with the approval of the City Council, for the purpose of historic preservation;
   (D)   With the approval of the City Council, acquire by purchase, bequest or donation, fee and lesser interests in historic properties in the city, including properties adjacent to or associated with historic preservation;
   (E)   Preserve, restore, maintain and operate historic properties owned or controlled by the city, with the exception of Old Fort Madison;
   (F)   Lease, sell and otherwise transfer or dispose of historic properties subject to the rights of public access and other covenants, and in a manner that will preserve the property;
   (G)   Contract with the state or the federal government or other organization; cooperate with the federal, state and local governments in the pursuance of the objectives of historic preservation;
   (H)   Provide city officials with information relating to historic preservation; and
   (I)   Provide educational and interpretive programs on historic properties in the city, with the exception of Old Fort Madison.
