(A) The City Council hereby declares as a matter of public policy that the preservation, protection, perpetuation and use of buildings, structures, sites, places and objects having a special historical, architectural, archaeological or aesthetic interest or value, is a public necessity, and is required in the interest of the health, prosperity, safety and welfare of the people.
(B) The purpose of this chapter is to:
(1) Promote the education, cultural, economic and general welfare of the public through the preservation, protection and perpetuation, and use of buildings, structures, sites, places and objects which reflect elements of the city’s cultural, social, economic, political or architectural history;
(2) Protect and enhance the city’s attractions to residents, tourists and visitors, and serve as a support and stimulus to economic development;
(3) Enhance the visual and aesthetic character, diversity and interest of the city;
(4) Foster civic pride in the legacy of beauty and notable achievements of the past;
(5) Stabilize and improve property values; and
(6) Promote the preservation and use of historic buildings, sites and districts for the education and general welfare of the people of the city.
