§ 2-9-2 POWERS; DUTIES.
   (A)   The Commission may conduct inventory studies for the identification and designation of historic districts and sites meeting the definitions established by this chapter. The Commission may proceed at its own initiative or upon a petition from any persons, group or association. The Commission shall maintain records of all studies and inventories for public use.
   (B)   The Commission may make a recommendation to the state’s Office of Historic Preservation for the listing of a historical district or site in the National Register of Historic Places and may conduct a public hearing thereon.
   (C)   The Commission may investigate and recommend to the City Council the adoption of ordinances designating historic sites and historic districts if they qualify, as defined herein.
   (D)   The Commission shall elect a Chair and Vice Chair yearly. Such Chair or, in his or her absence, the Vice Chair shall preside over all commission meetings. The Commission shall adopt rules of procedure for the conduct of its business which are not inconsistent with the laws of the city and the state. The Commission shall designate and appoint from its members various sub-committees with powers and duties equivalent to and not inconsistent with the powers and duties of the Commission.
   (E)   The Commission shall meet at least three times a year and shall constitute the duly designated Historic Preservation Commission of the city, pursuant to applicable state statute and federal law.
