The Board shall make a plan for parks facilities. The Board shall have the power to make rules and regulations for the use of park or other recreational facilities or for the conduct of recreation programs, subject to the approval of the rules by the Council. Such rules shall be either posted on the facility or otherwise publicized in a manner to provide adequate notice to the using public. The Board shall elect a Chair and Vice Chair every two years.
