ORDINANCE NO. D-110

AN ORDINANCE AMENDING TITLE 2, CHAPTER 4, CIVIL SERVICE COMMISSION

Section 1.

Whereas, it is the desire of the City Council to update the powers and duties of the Civil Service Commission and to clarify the same;

Section 2.

Therefore, be it enacted by the City Council of the City of Fort Madison, Iowa, that Section 2-4-2 is deleted and in its place the following language shall be added:

2-4-2 DUTIES; POWERS

The Commission shall administer the civil service procedure as contained in the Iowa Code Chapter 400, and amendments thereto and shall have, exercise and perform all powers and duties as provided thereby.

2-4-3 ELECTION OF CHAIRPERSON

The Commission shall elect a Chairperson from among its members.

2-4-4 CLERK.

The City Clerk or a designee of the City Clerk shall be Clerk of the Commission.

2-4-5 RECORDS.

The Civil Service Commission shall keep a record of all its meetings and also a complete individual service record of each civil service employee which record shall be permanent and kept up to date.

2-4-6 ROOMS AND SUPPLIES.

The Council shall provide suitable rooms in which the Commission may hold its meetings and supply the Commission with all necessary equipment and a qualified shorthand reporter or an electronic voice recording device to enable it to properly perform its duties.

Section 3. All ordinances or parts of ordinances in conflict with the provisions of this ordinance are hereby repealed.

Section 4. If any section, provision, or part of this ordinance shall be adjudged invalid or unconstitutional, such adjudication shall not affect the validity of this ordinance as a whole, or any section, provision, or part thereof not judged invalid or unconstitutional.

Section 5. This ordinance shall be in effect after its final passage, approval, and publication as provided by law. (Adopted 4/2/24)
