(A) Nothing in this chapter shall be construed as requiring a special event permit for the following:
(1) Funeral processions.
(2) Events conducted entirely on the property of a church, educational institution, or campus, unless foreseeable circumstances will likely require City services (e.g., police, fire, public works), disrupt neighboring streets with crowds or traffic congestion. However, this type of event may require a temporary site plan that would need to be approved by the City.
(3) Events conducted on City owned property subject to a contract, lease, or agreement. However, this type of event may require a temporary site plan that would need to be approved by the city.
(4) Events conducted entirely on property containing an occupied private residence with little potential to impact City services or right of way.
