§ 2-3-5 DUTIES; POWERS IN CITY ZONING.
   (A)   At the time of the creation of city zoning, the Commission prepared a report with respect to regulating and restricting the height, number of stories and size of buildings and other structures, including the percentage of lot that may be occupied, the size of yards, courts and other open spaces, the density of population and the location and use of buildings, structures and land for trade, industries, residences or other purposes. The purpose of the report was to propose the division of the city into districts of such number, shape and area as was best suited to carry out the purposes of city zoning, as provided in Iowa Code Chapter 414. The Commission proposed regulations, and restrictions on the erection, construction, reconstruction, alteration, repair or use of buildings, structures or land. The regulations and restrictions were for each class or kind of buildings throughout each district. Regulations in one district may differ from those in other districts.
   (B)   (1)   Any proposed changes to regulations provided in § 2-3-4 of this chapter shall be made in accordance with the Comprehensive Plan and designed to lessen congestion in the street; to secure safety from fire, panic and other dangers; to promote health and general welfare; to provide adequate light and air; to prevent the overcrowding of land; to avoid undue concentration of population; to facilitate the adequate provision of transportation, water, sewage, schools, parks and other public requirements.
      (2)   Such regulations shall be made with reasonable consideration, among other things, as to the character of the area for particular use, and with a view of conserving the value of buildings and encouraging the most appropriate use of the land.
   (C)   The Commission may, from time to time, recommend to the Council amendments, supplements, changes or modifications. The Commission, after preparation of a preliminary report, shall hold a public hearing thereon before submitting its final report to the Council. The Council shall not hold its public hearing or take action until it has received the final report of such Commission.
