For the purpose of these regulations, for both major and minor subdivisions, the date of the regular meeting of the Planning and Zoning Commission at which the public hearing on final approval of the subdivision plat, including any adjourned date thereof, is closed, shall constitute the official submittal or application date of the plat at which the statutory period required for formal approval or disapproval of the plat shall commence to run.
