The arrangement, character, extent, width, grade and location of all streets and the general nature and extent of the lots and uses proposed shall conform to the Comprehensive Plan of the city; provided, the plan has been adopted by the city; and, shall conform to other plans, including, but not limited to a major street plan, a sanitary sewer system plan or a parks and open space plan; provided, the plan has been adopted by the city.
