(A) No subdivision containing land located in a floodway or a flood hazard area shall be approved by the city without conformance to all applicable state and federal regulations. No lot shall be located so as to include land located within a floodway or flood hazard area unless the lot is of such size and shape that it will contain a buildable area not within the floodway or flood hazard area, suitable for development as allowed by the zoning ordinance for the zone in which the lot is located.
(B) Land located within a flood hazard area of a floodway may be included within a plat as follows, subject to the approval of the city:
(1) Included within individual lots in the subdivision, subject to the limitations of this section;
(2) Reserved as open space for recreation use by all owners of lots in the subdivision, with an appropriate legal instrument, approved by the city, providing for its care and maintenance by owners; and
(3) If acceptable to the city, dedicated to the city as public open space for recreation or flood control purposes.
