It is unlawful for the owner, agent or persons having control of any tract or parcel of land who has subdivided or shall hereafter subdivide or plat the tract or parcel into three or more parts, for the purpose of laying out an addition, subdivision, building lots, acreage, avenues, alleys or public ways within the city or within two miles from the corporate limits of the city unless by plat in accordance with the laws of the state and the provisions of this title.
