If there must be a run-off election, the Commissioner of Elections shall cause to be published once in a newspaper or newspapers published within the municipal corporation and of general circulation therein, or in a newspaper of general circulation in the city if there are none published therein, in proper form, the names of persons as they are to appear on the municipal run-off ballot in a typical precinct, said publication to be not less than four days before the run-off election.
