(A) Each candidate at a municipal election receiving a majority of all votes cast for the office sought shall be declared elected. A run-off election shall be held only for positions unfilled because of failure of a sufficient number of candidates to receive a majority vote in the regular city election.
(B) Candidates who do not receive a majority of the votes cast for the office for which they have filed as follows.
(1) If no candidate for a single office receives a majority of the votes cast for that office, the two candidates receiving the largest number of votes shall be placed upon the run-off ballot.
(2) If any of the top candidates, in an at-large contest, to the number of positions to be filled receive less than a majority of the votes cast at the election, those candidates receiving a majority of the votes shall be declared elected and those candidates receiving the next highest number of votes, but not having a majority, to the number of twice the number of unfilled positions, shall be placed on the run-off ballot.
