§ 1-16-3 PRECINCTS ESTABLISHED.
   The city is hereby divided into six precincts as follows.
   (A)   The first ward shall consist of Precinct One.
   (B)   The second ward shall consist of Precinct Two.
   (C)   The third ward shall consist of Precinct Three.
   (D)   The fourth ward shall consist of Precincts Four and Four-a.
   (E)   The fifth ward shall consist of Precinct Five.
