§ 9-7-8 ABANDONED VEHICLES.
   (A)   General Limitation On Parking Time: No person shall park a vehicle on any public roadway in the City for a period longer than forty eight (48) hours, except that this limitation shall not apply to those specific areas in which a different parking limitation is by ordinance now or hereafter provided.
   (B)   Impoundment Authorized: Any vehicle found to be parked in violation of this or any other chapter regulating parking may, upon order of the Police Department, be towed to a Municipal car impounding lot or other designated place. The owner of such vehicle shall pay a twenty dollar ($20.00) fee, plus all fines, towing and storage costs, before the vehicle shall be released by the Police Department. The storage charge shall be set at fifteen dollars ($15.00) per day for inside storage and ten dollars ($10.00) per day for outside storage. Said impounding, towing and storage charges shall be in addition to any fines or penalties.
   (C)   Disposal Of Unclaimed Vehicles: Unclaimed vehicles shall be disposed of pursuant to chapter 321 of the 1975 Code of Iowa and amendments thereto.
   (D)   Permission To Enter Lot: It shall be unlawful for any person other than a police officer to enter upon the Municipal car impounding lot without first securing written permission from the police judge or a police officer for any purpose whatsoever, and any person violating the provisions of this section may be punished by a fine of not more than one hundred dollars ($100.00) or may be imprisoned until such fine and court costs are paid, but not to exceed thirty (30) days.
   (E)   Rules For The Maintenance And Operation: The Chief of Police shall prescribe reasonable rules for the maintenance and operation of the Municipal car impounding lot and shall be charged with the enforcement of said rules.
